Balls of Steel
may act tough, but because it does a lot of things to Windows that hit below the belt, it collapses in a heap in the first round.
You can get the launcher to run by right-clicking on the "Balls of Steel" shortcut in your Start menu, picking "Properties," and on the "Compatibility" tab tell it to run in "Windows 95" compatibility mode, but that won't really help any.
When you try to launch any of the tables, you get an error about "Unable to hook kernel32." I have not found a workaround yet.
